Utah group files 2018 medical marijuana ballot initiative - Cannabis News

SALT LAKE CITY (AP) — Activists who say they are tired of waiting for Utah's conservative Legislature to pass a broad medical marijuana law launched an effort Monday to ask voters next year to pass the law, a move that would bypass state lawmakers.

People with chronic, painful conditions who want to use marijuana legally in the state plus other members of a group called the Utah Patients Coalition said lawmakers' rejection of broad medical marijuana laws for three years in a row prompted their ballot initiative drive.

"The time has come to help alleviate the pain and suffering of the most vulnerable in our society, with the help of a medicine that works for them," said Utah Patients Coalition director DJ Schanz.

Investing in Cannabis is a No-Brainer

This past Thursday a new bill was passed that would effectively end the prohibition on the use of medicinal cannabis. While it was certainly a happy occasion to note the bipartisan effort put in, it is also frustrating to most to still have the struggle behind legalization. To have the amount of pushback against legislation in favor of a plant that has the ability to help many, is asinine to the majority of the public’s opinion.

Many beg the question, why do we need permission to use treatment that works the best for various illnesses? It seems to be a clear violation of the laws and rights surrounding personal sovereignty, but that ceases to bother Attorney General Jeff Sessions who essentially asked congress for the permission to prosecute those involved with medicinal cannabis.

Jeff Sessions is notably in disbelief of cannabis as a medicine and continuously disregards patients stories of how the wonder-drug has helped them.

A woman named Charlotte Figi was diagnosed with a severe case of epilepsy at an early age. By the age of three, Figi was having around three-hundred seizures per week. A miserable existence for such a young girl. All of the conventional forms of treatment failed to work.

Charlottes parents were desperate for relief for their child and had heard of another child with a similar medical diagnosis using medicinal cannabis to cure his condition.

How Florida’s Medical Marijuana Will Change Under Proposed Rules

Health officials in the state of Florida have issued new rules to be implemented within the state’s constitutional medical marijuana amendment.

The regulations that were shown to the public on Friday by the Department of Health use the same framework as a bill passed on June ninth by the State Legislature during a special session. Last month, the department showed an outline to the public where it would give a fifteen days notice before they decided to put into play any new rules with the public having three days to submit feedback.

Several conditions have stayed covered under the new laws including but not limited to; epilepsy, chronic muscle spasms, cancer and terminal conditions. New conditions that are covered include; HIV/AIDS, glaucoma, post-traumatic stress disorder, ALC, Crohn’s disease, Parkinson’s disease, multiple sclerosis and similar conditions.

The new law stipulates that patients and caregivers must be 21 years of age and older. In order for a minor to be certified, a caregiver must be certified as well. Both must also hold an identification card for legal purposes. Advocates for medical marijuana would also like the caregiver to not be subject to penalties if they have to administer marijuana in the case of an emergency.

The smoking of medical marijuana has remained prohibited despite the public demand for it. The driving force behind the amendment, a man named John Morgan, is working on changing the law from people not being able to smoke their medical marijuana in public.

Florida governor signs medical marijuana legislation - Cannabis News

TALLAHASSEE, Fla. - Florida Gov. Rick Scott signed legislation Friday to implement the medical marijuana amendment voters approved last year.

Amendment 2, approved by 71 percent of the voters in November, took effect on Jan. 3 and required that laws had to be in place by July 3 for how patients can qualify and receive the drug.

Scott has noted that the constitutional amendment "was passed overwhelmingly" and said the law "make sense for our state."

The Cans and Cannot’s of Recreational Marijuana

Because recreational marijuana has the possibility of popping up soon, the Reno Police Dept. is reminding possible consumers and current residents of the rules when sales begin.

Marijuana, much like alcohol cannot be smoked in any public place including but not limited to; parks, sporting events, casinos, hotels, concerts, festivals and special events. If one chooses to do so anyway, they will be fined $600 for their first offense.

The only place where it is legal to consume marijuana is at a private residence or in the comfort of your own home.

The only people eligible to purchase recreational marijuana are those who are over twenty-one years of age. If a person is eligible, they are only allowed to possess one ounce of marijuana or one-eighth of an ounce of concentrated cannabis.

It is technically legal for homeowners to grow up to six plants per person however the law stipulates that you cannot grow marijuana if you live within twenty-give miles of a dispensary. This makes growing in Reno or Sparks essentially off-limits.

With the disconnect switch now installed, the team has powered up its hemp mill to beta test and debug the equipment. So far, the team has encountered some small software communication issues, but according to David Schmitt, COO of Hemp, Inc.’s wholly owned subsidiary, Industrial Hemp Manufacturing, LLC, those types of issues are the norm for the milling machinery and were expected.

“Since the software communication issues we are experiencing now were expected, software programming, which is part of the debugging process, is solving those issues. We expect to finish beta testing and debugging in about a week or two,” said Schmitt. Now that the hemp mill in Spring Hope, North Carolina is online and being debugged, Schmitt is in Brazil to start marketing and sales efforts in that country. He is scheduled to meet this week with several companies he previously did business with that are interested in Hemp, Inc.’s lost circulation materials (LCMs) and companies interested in using Hemp, Inc.’s fiber in the non-woven industry. Schmitt has also scheduled meetings with companies that he hopes to sell Hemp, Inc.’s CBDs to.

As previously mentioned, Hemp, Inc. is planting 17 acres of one strain of high-CBD clones between North Carolina and Colorado. Hemp, Inc.’s licensed farming associates in North Carolina have secured over 150 pounds of a different strain of CBD-rich hemp seeds, which are currently being planted in order to be harvested by September/October. This will be one of, or, the largest CBD hemp grows in the United States (approximately 550 acres total). “Our infrastructure is solid. We have our NuAxon Tech CO2 Supercritical extractor from NuAxon BioScience CBD Extractor at our industrial hemp plant in North Carolina and expecting to acquire a second extractor soon so we’ll be prepared to accommodate the industry’s expanding CBD market,” said Bruce Perlowin, CEO of Hemp, Inc. Better Business Bureau Spends Time Exposing Fake Online Weed Companies

In 1912, the Better Business Bureau (BBB) was founded to provide consumers with protection and to self-regulate various industries.

105 years later, the BBB has gone back to its original motives and has begun to regulate the marijuana industry, assuring consumers are not getting beaten by fraudulent online scams.

Having received a tip through a service BBB created called Scamtracker, the Bureau stepped up to the plate and began investigating two web-based businesses. Those businesses were Denver Marijuana and Denver Smoke Buds.

The investigation they ran found that the fake companies claimed to be selling a large amount and variety of substances like bath salts (the drug for notoriously making people eat others faces) and “research chemicals”, as well as some marijuana products.

First, they checked out the business addresses, which didn’t compute in any system, as well as their hyperlinks leading to false addresses.

Three-quarters of Americans want Trump to respect state marijuana laws - Cannabis News

A majority of Americans want the Trump administration to leave state marijuana laws alone.

Seventy-six percent of American adults want President Trump to leave state marijuana laws as they are, according to a new poll from Survey USA.

Reform group Marijuana Majority commissioned the poll. Currently, legal recreational marijuana has been approved in eight states plus Washington, D.C. A total of 29 other states, including the District of Columbia, have legalized medical marijuana in some form.

The drug remains illegal on the federal level, and Attorney General Jeff Sessions has been vocal in his opposition to legalizing marijuana — once calling it "only slightly less awful" than heroin.

BREAKING NEWS – The DEA Quietly Renews The Fight Against CBD

There are so many fronts in the war for marijuana legalization that it’s an arduous task to monitor all of them, yet the job has never been more important. And Last month, the Drug Enforcement Administration stealthy over-stepped its boundaries (again) and advanced its prohibitionist agenda. The mainstream media failed to report this, and it was through Technical 420’s own careful review of recently amended DEA codes that this was uncovered.

In October of 2016, the Cannabis Community was sent in to an uproar when the Department of Justice’s Drug Enforcement Administration tried to make CBD Oil’s illegal by redefining what constituted as marijuana extract under the “Final Rule establishing a new Controlled Substance Code Number (drug code) for marijuana extract”. The important part of the code can be found under ‘Final Action’ where it states: “Meaning an extract containing one or more cannabinoids that has been derived from any plant of the genus Cannabis, other than the separated resin (whether crude or purified) obtained from the plant.”

Essentially, last October, the DEA tried to categorize any extract from any part of the marijuana plant as a schedule one substance. This excluded extracts from resin or seeds, however, any other extract was a schedule 1 narcotic regardless of THC content.

Private companies, non-profits, and advocacy groups struck back with lawsuits claiming the law was over-reaching. And it seemed that the DEA backed off, and the cannabis community sighed a breath of relief.

The Trouble of Regulating Marijuana as it Comes out of the Shadows

Up until its legalization, marijuana has been a black-market business relying solely on cash. As the business moves out of the shadows and gets it rightful government oversight, new regulators have been hired to make sure laws are being followed. All of these regulators have no experience given the nature of the industry being brand new.

The result of this can sometimes be a perfect mixture for government corruption.

Many recent cases noted in Colorado and Washington have dealt with the issue of current or former marijuana regulators and their accusal of improper dealings within the industry of legal cannabis. This is shocking given that the two recreational marijuana states have the oldest recreational programs in the country, having weed legalized in defiance of federal law since 2012.

A few cases several years into marijuana’s legalization may not seem like a big deal to many, but all it takes is a few to make a large dent in the confidence behind a medical marijuana industry. This can also bring back the feeling that the industry is criminal and fuel many fears behind its illegitimacy.

One of the cases states that former Colorado marijuana enforcement officer Renee Rayton, is accused of helping pot growers grow plants for use in out-of-state sales.

Are California’s New Marijuana Lab-Testing Rules too Stringent?

Although it may seem at first glance that there is little to no science behind the testing and determining of strength of various cannabis products, there is a lot that goes into those that the bud-tender tells you. Growers, labs, dispensaries and even individual patients have the option to send their pot-related products to many different testing labs where they can test everything from potency to the presence of pesticides as well as the various terpene levels

However, this process has remained slightly arbitrary throughout time. Still in place today, California has yet to regulate or monitor any of the testing procedures, and although there are some procedures that remain standard, it all depends on the lab.

This is where the state’s Bureau of Medical Cannabis Regulation comes in. They hope to reign upon the industry and propose different models as a set of regulations upon the testing industry. This was announced last month.

According to the statement released, the labs will need to be certified by the International Organization for Standardization. The rules will also apply to technician training, storage techniques and what factors will need to be tested. All of these will also need to be tested twice.

Dr. Robert W. Martin, co-founder and CEO of Oakland’s CW Analytical lab stated that he applauds the state’s efforts, but finds them to be expensive and unnecessary. His opinion is that the state lacks the proper barriers for monitoring quality of the product.

New York Senate passes bill allowing medical marijuana to treat PTSD - Cannabis News

ALBANY — The GOP-controlled state Senate on Tuesday easily approved legislation that allows medical marijuana to be used to treat post-traumatic stress disorder.

“Patients in New York State should have the option to try what works for them,” Sen. Diane Savino (D-Staten Island), the bill's sponsor, told the The Daily News.

The Senate voted 50-13 in favor of the measure despite arguments from some critics, including Sen. Thomas Croci, (R-Suffolk County), chair of the Senate’s veterans committee, that there was not enough evidence that medical marijuana was effective in treating PTSD.

210 Colorado students receive world’s first cannabis tax-funded scholarships - Cannabis News

PUEBLO, Colo. — A total of 210 students now have a little extra cash to help pay for college.

They each received a scholarship worth $2,000 and these scholarships are believed to be the first of their kind in the world, completely funded by taxes from cannabis purchases.

Pueblo County Commissioners and the Hispanic Education Foundation recognized the students Tuesday morning.

“I’m very excited to be able to continue my education and worry — not have to worry — about paying it back and being able to focus more on my studies,” said Janet Chavez, a student who’ll be attending CSU-Pueblo.

 Cara Therapeutics, Inc. (CARA), a biopharmaceutical company focused on developing and commercializing new chemical entities designed to alleviate pain and pruritus by selectively targeting peripheral kappa opioid receptors, today announced the completion of a prespecified interim conditional power analysis of its adaptive Phase 3 trial of I.V. CR845. Based on the guidance of the Independent Data Monitoring Committee (IDMC), the trial will continue to test two doses of CR845 (1.0, and 0.5 μg/kg I.V.) versus placebo in up to 450 patients undergoing abdominal surgery. The IDMC also reviewed the available safety information, including serum sodium levels, and confirmed that both doses of CR845 were well tolerated with no significant changes in the monitored safety parameters.

“We look forward to continuing to test both doses of I.V. CR845 in our ongoing adaptive Phase 3 trial following the IDMC’s interim assessment analysis, and are encouraged by the overall clinical safety profile of CR845 for use in the postoperative setting,” said Joseph Stauffer, D.O., M.B.A., Chief Medical Officer of Cara Therapeutics. “There remains a clear unmet need for effective analgesic agents that lack the serious safety risks inherent in current opioids. Mexico Passes Law Legalizing Medical Marijuana

Mexican President Enrique Pena Nieto confirmed that Mexico has decided to legalize the use of Medical Marijuana after unanimous support from Mexico’s House of Congress.

After many months of speculation for what was once vehemently opposed by President Nieto, the policy has been put into re-examination after a nationwide public debate on the subject. Nieto told the 2016 National General Assembly Special Sessions that “We must move beyond prohibition to effective prevention.”

Pena Nieto even went as far as to introduce a law that would allow the citizens of Mexico to be in possession of up to an ounce of marijuana without repercussions. However, the bill stalled and did not pass in Congress.

The medical marijuana bill passed through congress with ease late in 2016 and Mexico’s lower house passed the bill almost unanimously earlier in the year with a vote of 347-7. Mexico’s Secretary of Health voiced his approval of the bill stating “I welcome the approval of therapeutic use of cannabis in Mexico.” This is a policy we are not used to seeing in a developed country.

The decree given out by the President specifies that the Ministry of Health will be given the task of drafting as well as implementing the various policies associated with the new bill. Pena Nieto’s bill will effectively decriminalize the medical use of cannabis, THC, CBD, and all of the various cannabis derivative that help to ease the suffering in numerous conditions.

Provincial finance ministers are getting a clear message from the federal government this week: Keep taxes on legal marijuana sales consistently low across Canada, or risk undercutting the government's goal of ending black market cannabis sales.

But provincial governments may find that enticing consumers to buy legal marijuana over illicit weed will take more than just tweaking tax rates. The question of how provinces allow marijuana to be sold could also play an important role in pricing.

South Korea’s Marijuana Policy Sounds More Like Its Northern Counterpart

Despite this interesting headline, North Korea has a much stricter policy than its Southern family, however you could be forgiven for believing so due to a group of recent headlines.

Although the news has not become popular in the U.S., the big news in South Korea is a marijuana scandal surround the singer T.O.P. who hails from a popular K-pop band named Big Bang. T.O.P. could face five years in jail after a hair follicle test by the Seoul Metropolitan Police came back positive for marijuana. The singer was forced to take the test after a young woman claimed him as a supplier for “liquid marijuana” following her arrest.

The conflict could see the end of Big Bang whose extremely large fan base makes them one of the largest boy-bands in South Korea currently. T.O.P. was found unconscious in his home from an apparent overdose of tranquilizers leading the public to believe the old myth of marijuana being a gateway drug.

A popular news outlet titled Korea Exposé notes that the hemp plant has in fact been grown on the Korean Peninsula for thousands of years where it has been mostly used to manufacture rope and traditional fabrics. The plant wasn’t outlawed in South Korea until the Narcotics Act in 1957 under pressure from Washington.

The law only mentioned “Indian Marijuana” technically leaving the locally grown product legal. Not until the 1960s did smoking the plant become popular with Korea’s youth.

Medical Marijuana Could Cost Big Pharma Five Billion in the Next Few Years

There is a large issue big pharmaceutical companies are facing in the coming years. Many people are choosing marijuana to treat their conditions rather than opioids and many other prescription drugs.

Former professional athletes from the NFL and NBA have come into the spotlight stating that the leagues should let them at least give cannabis a shot to manage their constant pain, given the ongoing opioid epidemic.

There is a myriad of studies underway proving the health benefits of medical marijuana for pain management in addition to other conditions. It wasn’t until recently that a study conducted found what the massive switch to natural medical marijuana away from large pharma could do to the latter industry.

The study done by New Frontier Data, a Washington, D.C. – based date analysts company focused on the legal marijuana industry, decided to research the effects of people using marijuana as opposed to prescription drugs for the nine illnesses most commonly treated by cannabis.

Their findings showed that Big Pharma could lose almost five billion dollars per year. This is a staggering number, but it does have a catch. The study is based on the assumption that marijuana will become legal across all fifty states.

One of Trump's closest allies is starting a lobbying group to change the President's stance on marijuana - Cannabis News

Longtime Trump adviser and staunch conservative Roger Stone has a new mission: legalizing marijuana nationwide.

Stone announced on Friday at the Cannabis World Congress and Business Expo in New York the formation of the bipartisan United States Cannabis Coalition, an advocacy group with the express purpose of protecting state's rights to legalize and regulate marijuana.

The USCC is registered with the IRS as a section 527 nonprofit, the same tax-exempt status that applies to political action committees.

The Amazing Effects Of Cannabis On The Brain And Body

Marijuana is most commonly known as a combination of the dried buds found in the Cannabis Sativa plant. There are many ways of using the plant such as eating, vaporizing, smoking, brewed, and tons more, however the most common method remains smoking the plant in some sort of pipe-like device.

The chemical that provides for that intoxicating fuzzy-feeling is called tetrahydrocannabinol, or THC. This chemical reacts with various neurotransmitters within our brain to produce the high we feel when we use marijuana. The average THC content of marijuana has soared from less than one percent in the early seventies, all the way to nearly thirteen percent in the past five to ten years. Some marijuana has been reported to reach THC levels of nearly thirty percent.

A recent poll found that one in eight people smoked marijuana regularly while forty three percent of U.S. adults have admitted to trying it. These numbers have steadily increased throughout the past fifty years and remain on the rise with the legalization of the plant.

Marijuana reacts with several of the same pleasure-chemical centers in the brain that can be targeted by other drugs such as heroin, cocaine, and alcohol. Marijuana can produce a feeling of euphoria, or what most refer to as the “high” which is strengthened or weakened depending on the quantity, quality and method of consumption. When smoking as opposed to other methods, the high is stimulated in the brain almost instantly. This is because our brain is naturally wired to receive and break down THC. After smoking, many report a feeling of overwhelming calmness and strengthened sensory perception. This is followed by an altered perception of appetite leading the user to get what is referred to commonly as the “muchies”.

Although marijuana use through smoking can cause similar respiratory problems experienced by tobacco smokers, the incidence of more serious diseases such as cancer and asthma remains low.

Federal bill would protect medical marijuana states, provide access to veterans - Cannabis News

A bipartisan group of senators and representatives has reintroduced legislation to protect patients in states where medical marijuana has been legalized.

The bill introduced Thursday is known as the Compassionate Access, Research Expansion and Respect States (CARERS) Act.

It would not legalize medical marijuana federally, but would amend federal law to officially allow states to set their own medical marijuana policies.

Under the bill, Veterans Affairs physicians would be able to recommend medical marijuana to their veteran patients, which they are currently barred from doing. The bill would prevent federal law enforcement from prosecuting patients, doctors and caregivers in states that choose to legalize medical marijuana.
